When the PS is connected there is a small LED light that turns on (close to the wires that connect to the On/Off switch). It just wouldn't start back up. I think the two issues might be unrelated, but I'm not sure. unplug your hard drive/s and floppy drive if fitted. Is it possible that the BEEP is an error beep, not the shortish normal Beep? The monitor would just stay off.
